Your rights & the center’s policies

Ask the director for the current parent handbook, written parent-rights notice and enrollment policies before care begins. Review authorized pickup, attendance and fees, illness and medication, positive guidance, incident notifications, emergency reunification and how to raise a concern. This website is an overview; it does not replace those documents.

How to apply for CCS

Child Care Services (CCS) can help eligible families with child care costs. In El Paso, Workforce Solutions Borderplex provides application and eligibility guidance.

  1. Create an account in Texas Child Care Connection and complete the application or pre-screening.
  2. Watch your email for next steps. Upload requested documents through the official application process.
  3. After approval, contact Future Scholars to discuss availability, your authorized schedule, and any family payment.

Eligibility, funding, waitlists, and approval are determined by the agency. A center inquiry does not apply for or approve CCS.

SAFETY & TRANSPARENCY

Texas child care licensing

Texas Health and Human Services regulates child care. Chapter 746 contains the minimum standards for child care centers. Families can learn about the rules and review a provider’s public licensing record.

Use the official search to look up Future Scholars by name and El Paso location. Review the permit and inspection information, and ask the director about anything you would like explained.

QUALITY & EARLY LEARNING

Texas Rising Star, explained

Texas Rising Star is Texas’ child care quality rating and improvement system. Its assessment covers educator qualifications, teacher-child interactions, family partnership, and learning environments.

Licensing and Texas Rising Star have different roles: licensing sets minimum requirements; TRS evaluates additional quality measures. Ask us about our current certification status and how these practices appear in your child’s day.

YOUR FAMILY & OUR CENTER

Start with the family handbook

Your current Future Scholars family handbook, enrollment agreement, and office instructions explain the policies that apply to your family. Before the first day, review these together with the director.

  • Arrival, departure, attendance recording, and authorized pickup.
  • Health records, illness and return-to-care guidance, allergies, and medication procedures.
  • Tuition, approved care schedules, payment arrangements, and closures.
  • Procare communication, classroom routines, family concerns, and individual support needs.

This checklist helps you prepare; request the current handbook for the complete policies, forms, and specific requirements.

Procare and attendance

Use your center invitation to access Procare. Record each arrival and departure using the center’s process, and tell the office promptly when a record needs attention. CCS families should follow their current attendance instructions and contact the office for help.

Handbook, calendar, and tuition

Request the current family handbook, 2026–2027 closure calendar, and tuition sheet from the office. Review your approved schedule and payment arrangements before the first day.

Meals and the daily rhythm

Breakfast is 7:00–8:00 a.m., lunch 11:00 a.m.–noon, afternoon snack 2:30–3:00 p.m., and supper 4:00–5:00 p.m. Classroom routines include learning, active play, and age-appropriate rest. Infant care follows individual needs.
